Across multiple contracts, Surf to Snow has served as subconsultant and prime
consultant providing environmental services and GIS services to ensure NPDES
compliance for stormwater on construction projects conducted by our client.
S2S’ support is led by Qualified Stormwater Developers (QSDs) responsible for
developing and implementing Stormwater Pollution Prevention Plans (SWPPP) and
Best Management Practice (BMP) implementation, maintenance and inspections. S2S’
support also includes providing emergency response and post-wildfire emergency
restoration and compliance services.
The QSD reviews construction drawings and KMZ files to determine soil
disturbance area calculations and any water quality related concerns. The QSD
gathers the most current construction drawings, schedules a site walk with the
client, collects critical field data, drafts a SWPPP for senior technical
review, submits for client review and approval, and uploads the documents to
the Stormwater Multiple Application Report and Tracking System (SMARTS).
Documentation includes development of GIS SWPPP Water Pollution Control Drawing
(WPCD) packages, submittals into regulatory tracking systems, as well as
communication and coordination throughout construction and project closure. The
Surf to Snow QSD works closely with our client’s Environmental Field Specialist (EFS)on
project descriptions and scope of work to determine whether stormwater support
is required to ensure compliance. S2S’ stormwater and BMP project work experience
is throughout all of California’s Regional Water Quality Control Board Regions
1, 2, 3, 5 and 6.
