EXPERTISE:  Environmental Planning, Regulatory Agency Permitting, Program and Project Management

BIOGRAPHY:  As VP of Technical Services at S2S, Mr. Stiving leads our multi-disciplinary teams to provide support for multiple and concurrent tasks from utilities, commercial, and public sector clients. Bringing extensive utilities-related experience to S2S, Mr. Stiving oversees S2S support for major utilities programs including Federal Energy Regulatory Commission (FERC) Hydroelectric Relicensing Projects, gas transmission pipeline replacements and maintenance, and other major programs. Mr. Stiving provides oversight and program management for Environmental Project Managers and Biologists that support a wide variety of utility projects throughout northern and central California.  He provides technical guidance and QA/QC for all client submittals and agency permit applications that support various maintenance and construction projects.
