Surf to Snow is subconsultant providing environmental compliance services for LA Metro’s Transportation Projects, including a 19-mile light rail transit line that will bridge downtown Los Angeles and southeast Los Angeles County in anticipation of the 2028 Summer Olympic Games. Surf to Snow provides expertise to determine and negotiate the most efficient regulatory pathway regarding environmental laws and regulations for the river crossing structures for the transit line.
Surf to Snow prepares all necessary studies (e.g., biological evaluation, delineation of agency jurisdictional boundary maps, cultural evaluation), coordinates permits with the non-federal sponsor, and submits all required permits for the project (Los Angeles County Flood Control District Flood Encroachment Permit, USACE Section 408, USACE Section 404, and RWQCB 401 Certification, and CDFW Section 1600 Streambed Alteration Agreement). Surf to Snow will then develop Avoidance and Minimization Measures (AMMs) and present these during an environmental tailboard for the work crew at the construction kick-off meeting. This will be followed by providing critical input and associated mapping to guide a final design for full construction of these projects that ensure compliance while minimizing the regulatory burden, as well as the preparation and submittal of all necessary permits for full construction.
